It is with sadness we announce in early-mid April 2020 the passing of our beloved treasurer and warrior, Dwight E. Powell, PhD and Jackson Park warrior Doug Anderson.

Dwight Powell was dedicated to his God, his community, and the youth of Chicago. He put his doctorate in social and psychological studies to good use as a CPS Public School Licensed Clinical Social Worker, mentoring countless young males, and he taught on the university level. He also counseled and provided social work for the private sector. He was a Sunday School Teacher for over ten years at Apostolic Church of God, was past president of the 72nd and Luella Block Club, and a member of the Rat Pack of Chicago and countless other organizations.

Dwight served as conscientious treasurer and board member of Jackson Park Advisory Council for the past 12 years and more, was a visionary planner and volunteer in our work day and special events and in supporting and honoring the park camp kids and getting things needed at the fieldhouse. He advocated for and helped set up youth sports programs, especially in golf caddie, swimming, and sailing. He helped create and narrated in the virtual app tour Jackson Park in Your Pocket and worked for honoring of historic contributors the park such as Frederick Douglass. He fought for improvement plans for Jackson Park. He was always ready to call out anyone including officials who came up short or give a pat on the pack to those who did well.

We are pleased to announce that Wooded Island is opened permanently for all visitors. Best parking is near the south end. Do try to stay on the trails and overlooks and not approach the swollen waters, and beware when approaching leaning trees.

Darrow Bridge--we are told that the historic review has been completed and that design work (phase 2) has started.

ebuttal. August 13, 2019. The Hyde Park Herald issue of August 14 2019 inaccurately reports Louise McCurry as telling a tour August 10 by Preservation Chicago that there is no merit in rebuilding Darrow Bridge.
McCurry, in her rebuttal letter to the Herald said she said the opposite, and
"I explained that JPAC had initiated the Darrow Bridge rebuilding project with CDOT to get the Darrow Bridge AKA Columbia Bridge rebuilt. We partnered with CDOT to get the current rebuilding plans realized. I described the three times it had been rebuilt in history but made no inference that it " yet remains unsafe to use". We are enthusiastically working to get this bridge rebuilt. I described that we had been told by CDOT that Phase 1 was complete and were hopeful it would be done soon. Rebuilding this Darrow Bridge has been a JPAC project for the past 10 years."

Darrow Bridge "sale offer" was mistaken offer of left over materials- will be replicated .
December 13, 2017.
Darrow Bridge offered “for sale,” per CDOT interpretation of law when a replication not reconstruction… countermanded from Landmarks Comission and state preservation agency.
The bad news is CDOT has determined that little if any of the currently-closed historic Columbia (aka Clarence Darrow Memorial) bridge is in condition to be reused—in which case the old must be offered to a party that might reconstruct it elsewhere under strict conditions. Up to 95% of the stones are assessed fractured or otherwise unsalvageable and metal is rusted. We expect to hear more on the basis and evidence for the determination that the new bridge needs to be a structure of new material (a “replication” rather than one of the higher legal “solutions”- reconstruction, repair, or rehabilitation.) A guess is that CDOT considers there is not enough usable material, and mixing to be too costly and/or structurally dubious. Certainly, we hope, at least that some of the visible, very historic ornamentals such as some railings can be incorporated.
In March agreement between historic agencies and CDOT stipulted the deck will be new, as will concrete pylons covered with as much of the original stones as usable and available. In March 2019 it was still stalled in Springfield and postponed at least 2 years.
March 2019 it was confirmed that the rebuilding is stalled in Sprinfield and, even if approvals come soon, work will not start before 2021. We seek clarifiction and advocacy including on what funds are available for construction.

The bridge is historic under National Register standards and is a state bridge. The whole park was put on the National Register of Historic Places in 1972 and also became a Chicago Landmark as part of the Museum of Science and Industry designation. It was first built in 1880 by Burnham and Root as East (or North Pond) bridge, underwent at least two major reconstructions and expansions for and shortly after the World’s Fair, and was twice repaired in the 20th century. In 1957 it gained the further cachet of being named the Clarence Darrow Memorial Bridge. Qualifying features include its unique balustrades and its truss style typical of bridges placed throughout the Columbian Exposition but later demolished or replaced.

It is also a key connector across the park, and the paths all the way between Stony Island and the Lakefront are considered part of this project. Olmsted twice incorporated it into his plans of curving pathways, in this case then intended to carry light touring traffic in an oval defining the north sector of the park. Its vistas, as Olmsted intended, are among the most stunning in the park. And Clarence Darrow, a community and national figure and intimately associated with the bridge, adds great luster and is the occasion for a major annual gathering at the bridge (where his ashes were scattered) on the anniversary of his death March 13, 1938.

The replacement must be historically true in accord with the National Environment Policy Act and Section 106 of the National Historic Preservation Act. Under guidelines of the Department of Interior and the Illinois Historic Preservation Agency there are four levels of repairs and reconstructions- in this case it would be a “replication,” meaning most or all the material is new but must be in accord with the old. Beyond the question of necessity for a completely new structure, is how much and in what ways it must be like the old. This is being wrestled by designers and in the series of public meetings already started. The new bridge will be just for pedestrians and bicyclists, and in any case railings et al have to be up to modern safety codes. Often, new materials are less costly or lighter, or the original materials (including stones from an original quarry) are not available. Another particular consideration here is public access to the underside of the bridge—in the various early versions it was sometimes open below, and again after the reconstruction of Columbia Basin edge c. 2004. But at other times the lower level was sloped and blocked, inadvertently preventing exploration and fishing but also preventing setting destructive heating and cooking fires. The bridge has already undergone extensive documentation including boring and tectonics and initial design options.

If not to be reused, the bridge must be publicly offered as a whole to anyone who can show in a proposal by 4 p.m. February 28 that they can finance and document the move and reconstruction of the entire structure and maintain and use it as spelled out under the Act. If no party steps forward and is accepted, parts of the dismantled bridge can be given to members of the public to use for educational purposes, not for resale.

When the bridge was closed as unsafe in 2015, JPAC led a drive to ensure its reconstruction. After fits and starts, approval and a $5 million grant was obtained through CMAP (Metropolitan Agency for Planning). Applications to replace the bridge have not yet been filed. Ongoing approvals are needed from the IHPA and other agencies, as well as public comment and integration into the Framework. Construction- 2019?

Dogs are prohibited in Natural Areas, which includes all of Wooded Island (including the Japanese Garden) and the Bobolink Meadow even on a leash. There is a minimum fine of $300. It's ordinance VII.B10a.

Of course everyone thinks their dog is an exception but a study in Biological Letters by Peter B. Banks and Jessica V. Bryant, showed that walking large or small dogs on leash made a huge difference. "Regardless of the type of area, dog walking led to a 35 percent reduction in the number of bird species and a 41 percent reduction in overall bird numbers, compared with the control. (People walking alone caused some disturbance, but less than half that caused by people with dogs.)" the dogs are predators to the birds even if yours is not so much.

Migratory birds are at grave risk of extinction, these are natural areas to give them somewhere to be on one of the great migration routes, they need all the help they can get, so please choose to walk your dogs on the 600+ other acres of the park.

ALSO THE DARROW BRIDGE ACROSS THE PARK AND TO PARKING TO ITS EAST IS FIRMLY CLOSED. More info: contact Jerry Levy at sjlevy@jeromelevylaw.com. The site has been tested, preliminary plans for historic restoration made, it is in design; approvals have been received from IDOT (which owns the bridge), Il. Hist. Pres. Agency, and in July 2017 the regional planning agency CMAP (which provides certainty). A public meeting and Federal permitting are among next steps. Money has been secured. Tentative date for work was given in May as 2019. Public meeting(s) and task force in 2018. We do not know whether its Federal (Historical) Review has issued a recommendation on effects (no, no adverse, or adverse) of plan for historic reconstruction.

What's next with the 106 Federal Review for the Obama Center? Abby Monroe writes February 21 2020:

Thank you to those of you who submitted comments on the final Assessment of Effects (AOE). FHWA is reviewing the comments received, which included objections to findings of effect contained in the AOE, and evaluating those objections to determine how to proceed. As described in 36 CFR 800.5(c)(2), FHWA may either consult with the objecting party to resolve the disagreement or request the Advisory Council on Historic Preservation to review the finding and provide its written opinion to FHWA. FHWA will ensure documentation is prepared to address comments received and the documentation will include copies of all comments received on the final AOE.

2020.106 REVIEWS - ASSESSMENT OF EFFECTS REPORTOF THE PROPOSED PROJECTS ON JACKSON PK, MIDWAY PL., ARE PUBLISHED. A final consulting parties comment period ended February 18 with a webinar, after which those by the mandatory agency parties will be addressed. Particularly a question about a historical property and some other issues of application of standards was put to the national preservation advisory board, which agreed with the FHWY Admin but there will be some discussions with some other objecting parties, thenand negotiations begun on mitigations- uncertain what all is included in that.

ONE EARTH FILM FESTIVAL. Due to the developing COVID-19 situation and our concern for the public's health, the Jackson Park Advisory Council has decided to postpone this Saturday's One Earth Film Festival screening of Child of Nature. This event was originally scheduled to occur at the Jackson Park Field House at 1:00pm on Saturday, March 14th.We will keep you posted on a new date, if we're able to work something out with One Earth Film Festival. Thank you for your understanding.

Special: PBS has a documentary on FL Olmsted, Designing Americas Parks They have produced six short bonus videos for the film, which you can (or at least could) see now on the PBS Olmsted website. POSTPONEMENTS
ONE EARTH FILM FESTIVAL. Due to the developing COVID-19 situation and our concern for the public's health, the Jackson Park Advisory Council has decided to postpone this Saturday's One Earth Film Festival screening of Child of Nature. This event was originally scheduled to occur at the Jackson Park Field House at 1:00pm on Saturday, March 14th.
We will keep you posted on a new date, if we're able to work something out with One Earth Film Festival. Thank you for your understanding.

The PAC Conference will also be rescheduled from March 21.

There are many private lessons available in various sports in Jackson Park. One in golf for ladies is that of Robin Aikens, LPGA pro. http://www.chicagolandgolfacademy.uschedule.com keyword the trainer, such as Robin Aikens. Ask park supervisor Bobbie Beckam about opportunities.
And formal and informal grous that use the park various times of the year, such as Dare to Try, a disabilities training group that uses adaptive bikes, walking groups, zumba, kayaking, Sea Scouts, field teams...

Park information

Register for classes. Next online for next quarter- 1st Tuesday 2 months before start starting at 9 am. Go ahead of time to park district website and browse the programs/classes you want or the park and note and set up account and writed down checklist. On the day above, go into the site and register and pay (PayPal) - it may take time to complete or get confirmation and sme classes fill thire online quota very fast.
On site registration is on Sat. Saturday or Monday following- check list in website or call the park staff 773 256-0903.

Besides being a health care provider, Louise is/has been:

Member JPAC for approx. 15 years
•Avid hiker, biker, dog walker, kite flyer, past docent for the Notebaert Nature Academy and Field Museum
•Raised her children in HP
•Picks up trash and fills holes in JP
•In park several times a day and loves it.
•For past 20 years, in charge of the American Youth Soccer Organization in Hyde Park.

PLANS FOR JPAC
•[Build upon] our strength, our families and groups who use the Park
•Wants each group to choose a member to represent them in JPAC
•Must broaden base of volunteers
•Need committee to look at work of other PACs
•JPAC has many brilliant but inactive members expert in trees, birds, water conservation, child development, music in the parks, park history, etc. Let's get those people INVOLVED in working out volunteer programs and projects to improve the Park.
•The new web site for JPAC is important for communicating the work of JPAC, disseminating timely info about upcoming events. We want the website should be interactive, used by our friends.
•JPAC can be an important community resource where programs are carefully planned and speakers are invited to educate us.
•People should leave each meeting saying "I learned something I can really use." We should have coffee, tea, and healthy snacks at each meeting. People are more friendly when they break bread together.
•We are an amazing community resource, full of some of the brightest and most dedicated people on the South Side. I think together, we at JPAC can make a difference in how people enjoy and relate to Jackson Park.

Jackson Park represents a portion of Frederick Law Olmsted's original South Park, designed in 1871. The park went on to become the site of the World's Columbian Exposition in 1893. With over 500 acres of parkland, Jackson Park consists of six interrelated zones:

Jackson park provides a continuum of recreational and leisure experiences. From boating to fishing, golf to soccer, field house to beach house, the range of recreational choices found at Jackson Park is unparalleled in Chicago.

Jackson Park is located on Chicago's mid South Lakefront between 5600 and 6700 between Stony Island Avenue (1600 east) and Lake Michigan. Principal arterial is South Lake Shore Drive; the cross-road is Hayes Drive at 6300 although Marquette Drive goes through the park just north of 67th. Stony Island Avenue on the west edge of the park connects to the Chicago Skyway to the south; 55th Street to the Dan Ryan expressway. Marquette at 6600 S.) Cornell Drive goes north-south through the west sid of the park between 67th and 57th Drive (the latter intersecting with the Drive).

The park is served by bus routes 6 (express to/from downtown-79th/South Shore; near-park stops: 56th-Hyde Park, Stony Island 57th to 67th, 67th to South Shore), 10 (Museums-seasonal, terminus north entrance to Museum of Science and Industry) 14 (express to/from downtown at Jeffery/67th stop), 15 (along Stony Island and 67th to Jeffery), 26 express (67th South Shore to Jeffery rush hour peak direction), 28 (Lake Park, Stony Island) and rush hour express from Union Station via Lake Shore Drive and S Hyde Park in Hyde Park, south on Stony to 103rd), 55/X55 (to Green Line, Red Line and Midway Airport, terminus Museum of Science and Industry), 59, 63, 67, 170, 171, 173 (last 3 loop University of Chicago and Hyde Park-Kenwood) and by Metra Electric (to downtown and the south suburbs). There are many bike trails through the park, including along the lake, but not many straight-through except Hayes and Marquette Drives, although a roundabout route over Darrow Bridge [currently closed] runs to the 59th St. underpass.

The park is shared with two important institutions: the Museum of Science and Industry (a Museum in the Parks) and La Rabida Children's Hospital. Our neighbors include the University of Chicago and other institutions including landmarked Robie House and Rockefeller Chapel. To our immediate north is famed Promontory Point, to our south the South Shore Cultural Center.

Other key structural park destinations in addition to the field house at 6401 S. Stony Island are the 63rd Street Beach House with Interactive Play Fountain, the Bowling Green and clubhouse south of Science Drive/5800, the 18-hole Golf Course centered at the Partee Golf Clubhouse southwest of Hayes and Richards, and the Golf Driving Range north of Hayes Drive and the harbors- we have three yacht clubs! Currently unused and awaiting a restaurant or concession are the former US Coast Guard station buildings.

Other major features: Statue of the Republic at Hayes and Richards Drive, Wooded Island (Paul H. Douglas Nature Sanctuary and Osaka Japanese Garden), Bob-o-link Meadow, Perennial Garden at Stony/Cornell and Midway Plaisance (59th), Columbia Basin and Clarence Darrow Bridge south of Museum of Science and Industry, Landmarked 63rd St. Bathing Pavilion with Schiff interactive garden, emerging new dune habitat, drumming circle, and to the north the re-set old granite paver beach,, 57th Beach, 59th Marina, 'Iowa' building at 56th and South Shore, Jackson Park Harbor, the many soccer and other fields, the running track at Stony and 61st, and really neat bridges.

Park Management- parts of the park are outsourced- the harbors to Westrec, the golf course to Billy Casper, concessions and comfort stations to Aramark, and parts of the natural areas and gardens to various firms.

A new company runs the 18-hole Jackson Park Golf Course, one of the first public courses west of the Appalachians. Run by Kemper (find golf courses in phone book under Chicago Park District).

Lawn Bowling

Lakeside Lawn Bowling Club. Starts in May and goes well into fall. Lessons available. Regular play weekends and some weekday afternoons/evenings. Shares schedule with Croquet. Bowling green and clubhouse are south of 58th/Science Drive west of Lake Shore Drive. Open House Sunday June 12 2005.

Soccer:

Youth Soccer and adult leagues play in the large suite of fields north of Hayes Drive up to the Golf Driving Range.751 Commissioner Louise McCurry sits on JPAC's board. Concerns include maintaining good and safe traffic, parking, and pedestrian flow, good security, well-kept fields, and good relations with other park users.

A busy "underutilized" park

Increasing activity in our “underused” park

If Jackson Park is underutilized, as some say, why are JPAC meetings and officers so busy facilitating, evaluating and monitoring new and ongoing programs? And more requests (some competing) for dedicated or shared spaces, times or structures will be coming. Some of these we will encourage; for others we will seek changes or in our advisory role will oppose.

Among programs and activities discussed in the current and recent issues of the Newsletter are:
· A school-led education and activity program centered on the footprint of the Haiti Pavilion at the 1893 Columbian Exposition,
· Drumming concerts east of the 63rd Bathing Pavilion parking lot,
· Full sports fields- and the new pickleball,
· Nature Oasis programs, lots of tours on nature and history (White City)
- bike rides and races

And there's the very busy 63rd Bathing Pavilion with its highly popular Schiff legacy interactive play fountain, vast numbers of adult and youth soccer players, players of tennis, basketball, baseball and softball, users of the new track, large numbers of picnickers, golfers, lawn bowling and croquet players, fishers, birders and other strollers in the natural and other parts of the park, families at the playgrounds and picnic areas, swimmers and sunbathers, bicyclists especially on the lakefront, boaters in our 3 harbors, school teams readying for fall sports, visitors to the Museum and La Rabida Hospital, not to mention the kids in Park District and sponsorship programs both in our overcrowded field house and out in the playing fields.

While some parts of the park are lightly used- and provide room for relaxation, contemplationn, and escape from the city, some of our problems come from crowding. The lots along Hayes/63rd cannot handle all the cars at times and there is already as much ground given over to the auto as these parts of the park can tolerate. After all, having places people want to visit and use (including open land and nature preserve) is the highest and best use of park lands—and that’s why the city has recently given parks their own zoning designation and use-change review procedure. So stay tuned—better, involved—and do enjoy the Park.

One last word. We will do our part to push for facilities upgrades and guard against things that hurt the park or its usefulness. We ask that you exercise responsibility when in the park, whether with coals and flammables, litter, with your pets, getting proper permits for your group, or parking only in designated lots.
